You can print this report and ignore the dollar number, or You can export to CSV, open in Excel or Numbers, and remove all but the Category column and then print. You now have a report that shows every category used in any transaction (it will not show any unused categories).But if you don't have any transactions to this category, your budget will be out of whack if you create dummy transactions to this category, your budget will work, but your cash account would be.
